20-Year Deal: Dundee Becomes First UK City to Quit CPS Network

Dundee City Council has selected Evolt Charging, part of SWARCO Smart Charging, as its long-term partner to manage, operate, and maintain all public and fleet electric vehicle (EV) charging infrastructure across the city.

The new 20-year contract, awarded following an open tender process, establishes Dundee as one of the first local authorities to formally transition its charging network away from the ChargePlace Scotland (CPS) publicly funded operator model, ahead of Transport Scotland’s 2025 deadline.

The comprehensive agreement covers the management and operation of more than 190 chargers, including 37 rapid chargers, six battery storage systems, and seven solar arrays. This infrastructure is spread across Dundee’s four rapid charging hubs and three car parks, in addition to supporting the Council’s ongoing fleet electrification programme.

Building on a 15-Year Partnership

The new contract extends a nearly 15-year history of collaboration between the city and Evolt. Evolt initially supplied the city with its first charging points in 2011 and has since supported Dundee in pioneering innovative projects:

  • UK’s First EV Charging Hub: Evolt supported the creation of the UK’s first dedicated EV charging hub at Princes Street in 2018.
  • Cutting-Edge Technology: The fourth charging hub at Clepington Road features “second life” battery systems and rainwater harvesting technology, cementing Dundee’s reputation for sustainable infrastructure.

Justin Meyer, Managing Director of SWARCO Smart Charging, praised the Council’s forward-thinking approach. “Since Dundee City Council became our first customer in Scotland in 2011, they have continued to lead the way in championing sustainable infrastructure,” Meyer said. He added that Evolt, with its 70-strong team based in Dundee, is committed to making the migration away from CPS “as smooth and seamless as possible.

Cllr Siobhan Tolland, Depute Convener of Fair Work, Economic Growth and Infrastructure at Dundee City Council, stated that the agreement will ensure the “continued growth and reliability of Dundee’s EV charging infrastructure.

It is vital that we do so in a way that delivers economic and environmental value for our residents, and this partnership helps us do exactly that,” Cllr Tolland concluded, confirming the Council’s commitment to its Net Zero Transition Plan.
