All four products are designed to mitigate thermal runaway and fire propagation at different stages of the battery lifecycle.
PACT developed its product portfolio to address thermal runaway and fire propagation in lithium-ion batteries during transportation, storage and operation.
Thermal runaway occurs when a battery cell enters a self-heating state that can lead to rapid temperature increases, gas release, smoke, fire and propagation to neighboring cells. Potential triggers can include physical damage, internal defects, overheating and inappropriate charging conditions.
“As of early 2026, lithium-ion battery fires are on the rise among e-mobility, micromobility and handheld electronics, causing frequent incidents on land, sea and in the air,” said Rodger Mort, Chief Operating Officer at PACT.
“Our proven innovations are critical safety solutions for first responders and the general public from a major catastrophic event.“
PACT’s products address different stages and applications of battery safety. Thermo Shield and TR Envelope are focused primarily on packaging, transportation and storage, while TR Sleeve is installed around individual cells. Lion-X is intended for direct application to lithium-ion battery fires and affected equipment.
Thermo Shield Uses a Paper-Based Fire-Suppressant Wrap
PACT Thermo Shield is a lightweight, paper-based packaging material designed to suppress thermal runaway during the transportation and storage of lithium-ion batteries.
The material includes a moisture-based coating that releases vapor when exposed to heat. According to PACT, this process cools the internal environment of the package while limiting the oxygen available around the affected battery.
PACT describes Thermo Shield as a pleated wrap that can be installed inside specified corrugated shipping containers. Its purpose is to contain a battery thermal event within the package and protect the surrounding environment during transportation by land, sea or air.
The company’s published product information says Thermo Shield can suppress thermal runaway and fire propagation at temperatures approaching 800°C while limiting the temperature outside the wrap. These are manufacturer-reported performance claims and can depend on the packaging configuration, quantity and type of cells, test conditions and correct installation.
PACT has received US Department of Transportation special permits covering specific packaging configurations for the transportation of certain end-of-life lithium batteries. These permits apply to defined packaging configurations and battery conditions; they do not constitute blanket approval for all lithium-battery shipments.
TR Sleeve Is Designed to Limit Propagation Between Cells
The TR Sleeve applies PACT’s Thermo Shield material at the individual battery-cell level.
Each cell is wrapped in a thin layer of the paper-based material, creating a heat and flame barrier intended to reduce the transfer of thermal energy between neighboring cells.
PACT is positioning the product for electric vehicles, electric buses, e-bikes, e-scooters, energy storage systems and other applications containing groups of lithium-ion cells.
According to the company, the material adds approximately 0.009 inches to the diameter of each wrapped cell. PACT says this allows manufacturers to position cells closely together without relying on some conventional potting materials or separators.
The company’s product information describes TR Sleeve as a recyclable paper-based material that automatically cools the cell environment and limits heat transfer during a thermal event. PACT reports that the sleeve has prevented propagation during testing, although performance in a commercial battery pack will depend on cell chemistry, pack design, spacing, cooling, electrical configuration and operating conditions.
The announcement does not identify a production electric vehicle, battery manufacturer or energy storage project currently using TR Sleeve in volume manufacturing.
TR Envelope Targets Smaller Electronic Devices
PACT will also present TR Envelope, a customizable format of the Thermo Shield material intended for the transportation and storage of smaller batteries and electronic devices.
Potential applications include mobile phones, smartwatches, pagers and individual consumer batteries sent for recycling, reuse or evaluation.
The envelope format is designed to simplify the containment of small devices that may be difficult to package individually using larger fire-suppression systems.
PACT is positioning the product for logistics providers, recyclers, electronics businesses and other organizations handling used or returned battery-powered devices.
The company also identifies aviation as a potential application because small electronic devices and portable batteries can create safety concerns when transported by air. However, the announcement does not state that TR Envelope has been approved by an airline, aviation authority or aircraft manufacturer.
Any use for air transportation would need to comply with the applicable hazardous-material rules, battery condition requirements, packaging instructions and carrier policies.
Lion-X Is Intended for Direct Application to Battery Fires
PACT Lion-X is a premixed, water-based formula developed for use on lithium-ion battery fires.
PACT says the formula can be sprayed directly onto burning battery packs, cases and chargers. The product is intended to absorb heat, cool surrounding cells and reduce the likelihood of thermal runaway propagating through a battery pack.
According to the company, Lion-X can suppress lithium-ion fires reaching temperatures of up to 1,600°F within 30 seconds under its test conditions. PACT also claims that the formula changes smoke formation and substantially limits the production of hydrogen and methane.
These performance statements were supplied by PACT. The announcement does not provide a complete test protocol, battery configuration, application rate, sample size or independently published report supporting every Lion-X performance figure.
PACT said Lion-X has undergone testing at several fire and technology centers and is being evaluated through an Environmental Protection Agency process. The company did not state that the product has received final EPA approval or provide the applicable registration or certification number.
Users should follow the product instructions, applicable fire codes and guidance from qualified fire-safety professionals. The product should not be interpreted as a substitute for emergency response procedures, evacuation plans or appropriate firefighting training.
Products Address Shipping, Cell Integration and Emergency Response
PACT’s Battery Show exhibit is intended to demonstrate how its products cover several distinct battery-risk scenarios.
Thermo Shield and TR Envelope are focused on the packaging, transportation and storage of lithium-ion batteries and battery-powered devices.
TR Sleeve is designed for integration around individual cells within battery packs, where it is intended to reduce heat transfer and propagation between cells.
Lion-X addresses the response stage by providing a formula intended for application after a battery or associated equipment has ignited.
Keeping these functions distinct is important. A material approved for a specific transportation package is not automatically qualified as an internal battery component, while a fire-suppression liquid does not replace preventative battery design, certified charging equipment or thermal management.
PACT Links Battery Safety to E-Mobility Growth
PACT said increasing use of e-bikes, e-scooters, handheld electronics, portable power banks, electric vehicles and stationary battery systems is creating greater demand for thermal-runaway containment products.
The company also identified uncertified or modified batteries, incompatible chargers, physical damage and unsuitable charging practices as potential contributors to battery incidents.
“We are proud to have developed these innovative safety containment solutions that help protect property and human lives from dangerous and deadly lithium battery fires,” Mort said.
“We believe they will become critical game changers as lithium battery usage continues to grow worldwide and new micromobility products emerge in the marketplace.“
PACT’s participation at The Battery Show will put its products in front of battery engineers, automotive manufacturers, material suppliers, safety specialists and EV technology companies.
The Battery Show’s official program covers battery materials, manufacturing, pack technologies, thermal management, testing, safety, energy storage and electric vehicle integration.
PACT will exhibit at booth 4233 from October 12 to 15 at Huntington Place in Detroit. For more information, visit The Battery Show 2026.
